Lobko's catalog (in English)This second edition of Lobko's "Catalog," translated into English by Andrew O. Matyniuk, is recognized as one of the most reliable sources of information about Ukrainian provisional stamps issued during that county's first years of independence. The stamps covered by the Catalog are mostly overprints of Soviet definitive stamps and republic/regional/city imprints that look like perforated stamps printed on paper. They were intended for use as either as a substitute for a regular issue or to indicate that additional postage (i.e., a surcharge) has been paid.

The stamps are numbered and listed according to which oblast or province they had originated. Lobko includes all of the denominations and color variations that he knows to actually exist. In addition, many of the catalog entries include common forgeries and how to differentiate them from the real item. This makes Lobko's Catalog a reliable source for images of stamps that are legitimate postal issues. If that interesting mint, never hinged provisional stamp you want to buy isn't in the catalog, then chances are good that you're looking at a forgery.
